About the property

Project description

Welcome to Lille Komsa – a new housing concept in the heart of Alta
Here you will find 45 modern, well-planned apartments in a range of sizes – perfect for anyone who wants to live smartly, urbanly and sociably. Although the communal areas are generous, high-quality and central, the architects have placed great emphasis on making every individual apartment attractive, functional and personal. If you want peace and quiet, you can retreat to your own fully equipped apartment, with layouts that combine function and style. The homes range from 2 to 4 rooms, with total usable area from 38 to 96 sqm (BRA-i, internal usable area, 35.4 to 83.6 sqm). All apartments (except H0103) have parking in the garage, and the building has a lift.

Community in focus – without giving up privacy
Lille Komsa is built on the idea that you can own less on your own, but gain access to more together with others. You get a private apartment that is somewhat smaller than a traditional home – but in return you have access to spacious, inspiring communal areas that make a difference in everyday life. Here you can cook dinner with neighbours in the shared kitchen, grow vegetables in the garden room, gather friends in the communal lounge or on the roof terrace, and celebrate birthdays in the party room. There are also two guest rooms with their own bathrooms, which can be used by cooperative members. These are approx. 30 sqm and can be used when you need overnight accommodation for family or friends, providing a practical and flexible solution for residents.

Your style – your home
The architects have developed four interior styles, so you can choose an expression that suits you – whether you prefer it bright and Nordic, cosy and homely, or minimalist and clean. See the apartment drawing for an impression of the planned style in your apartment. It will also be possible to change the style and colours as an optional extra.

A greener choice
The project uses timber as its main material, which gives a lower CO₂ footprint and a warm, natural feel both outside and in. Less private floor space and more sharing means the total footprint per person is lower – a wise choice for both the environment and your wallet.

Close to everything – with nature right outside
You have hiking terrain and ski trails right outside your door, while kindergarten, school, shops, sports facilities and Alta town centre are all within walking distance.

Housing cooperative
The apartments will be organised as a housing cooperative (borettslag) through Bonord, where the common costs include, among other things, repayment of the shared debt, operation and maintenance of communal areas and outdoor grounds, municipal charges and ground rent, building insurance, etc.

Gaining by Sharing (see gainingbysharing.no):

  • A housing solution designed to meet human, social and environmental needs in a sustainable way.
  • Each resident has their own private home, which is somewhat compact but fully equipped and organised around generous, inspiring communal spaces.
  • GbS communities include a facilitated process in which the buyer is involved in adaptation and preparation, and gets to know the neighbours and the project.

Standard

The basis is a delivery of good quality, with space-efficient layouts, a modern architectural expression and functional solutions.

Outdoor & communal areas

Handover of the communal and outdoor areas is to be carried out by the seller and the board of the owners' association/real-property association, and handover of the homes may take place independently of this.

The ideal share in the real-property association is deemed to have been taken over even if title to the share has not yet been transferred. This means that the seller reserves the right to make a pro et contra settlement of costs incurred, including public fees, charges and property tax.

Depending on the season, communal areas may be completed after the homes. The seller may decide that handover takes place in stages, for example with the internal communal areas being taken over before the external ones. A protocol is kept from the handover inspections, and any defects to be rectified by the seller are recorded in the protocol.

If the outdoor/communal areas are not completed when the homes are handed over, the estate agency recommends that a proportionate amount is retained in the agency's client account as security for completion of the outstanding work. Alternatively, the seller may provide a guarantee for completion, with the amount determined by subcontractor(s) and/or a surveyor.

The above information on retention applies correspondingly to matters outstanding before the completion certificate can be issued.

Storage rooms

One storage room is included per home. The storage room is located in the basement.

Location & area

Location

Lille Komsa offers a unique combination of peaceful, nature-close living and a central location – with a short distance to everything Alta has to offer. In the centre you will find a water park, cinema, library, gym and the Northern Lights Cathedral, as well as the shopping centres Parksenteret, Amfi Alta and Handelsparken with around 90 shops. Alta is known as the "15-minute city" – it is seldom more than a quarter of an hour to anything from alpine slopes, snowmobile trails and wonderful hiking areas to the airport, shopping or cultural experiences. Outdoor life, hunting and fishing are always within reach. The town has a rich sports and club life, and the community spirit (dugnad) is strong – whichever part of town you choose to call home.

Access

The property has access from a public road.

Parking

Each apartment gets one space in the underground car park (except apartment H0103). Bicycle parking is also in the car park. There is visitor parking outdoors.

Bicycle parking

Bicycle parking in the underground car park.

Building, area & standard

Area

BRA-i from 35.4 to 83.6 sqm.
Total BRA: 38 to 96 sqm.

For an overview of the areas of the individual homes, see the attached floor plans and/or price list.

The areas are calculated according to the area standard NS 3940:2023, which applies from 01.01.24. This is a change from the previous standard, and the new area terms are as follows:

BRA-i (internal usable area): the usable area of the dwelling within its enclosing walls.

BRA-e (external usable area): the usable area of all rooms outside the dwelling that either belong to the dwelling through sectioning or that the dwelling has a right of use to under the by-laws, for example a basement storage room.

BRA-b (usable area of glazed balcony): the usable area of a glazed balcony connected to the dwelling.

BRA (total usable area): the sum of BRA-i, BRA-e and BRA-b.

TBA (terrace and balcony area): the area of terraces and open balconies connected to the dwelling.

The areas are calculated from construction drawings and are mathematically rounded, so minor deviations may occur.

The areas also include the area of voids such as shafts and similar. Please note that a building surveyor may later not necessarily be able to measure such concealed voids, unless they check the areas against construction drawings or contract drawings. If drawings are not presented during such a physical measurement, the area measured may be somewhat smaller than the area stated on the basis of construction drawings.

The total BRA of a dwelling is always larger than the sum of the areas of the individual rooms, as the total BRA also includes the areas of internal walls.

Plot

The project plot has a site area of approx. 7,071 sqm. The registered owner of the plot is Finnmarkseiendommen, and ground rent is paid through the monthly common costs.

Please note that the stated plot area is to be regarded as approximate, and that the plot may turn out both larger and smaller than stated/calculated. The parties therefore have no claim against each other should the plot in future prove smaller/larger than stated. The plot will be developed in accordance with the attached outdoor plan/site plan, with the requirements set out in the zoning regulations for any footpaths, playgrounds and green areas. The plot is used by cooperative members in accordance with the by-laws.

Please note that the outdoor plan in the sales prospectus has not been fully detailed, and changes may occur.

Progress

The homes are expected to be ready for handover in Q4 2027, provided construction starts in Q2 2026. Exceeding the estimated handover date does not necessarily entitle the buyer to daily penalty payments.

Right to let

The rules on letting in housing cooperatives follow from the Housing Cooperatives Act (borettslagsloven). Any letting must be applied for to the cooperative's board. Contact Bonord with questions about this.

Please note that it will not be possible to hold viewings/inspections for potential tenants before handover.

Pets

At handover, pets will be permitted in the cooperative, subject to a general rule that pets must not cause a nuisance to other residents. Keeping of pets is otherwise regulated by the by-laws. The cooperative's general meeting may at a later date adopt rules regarding pets.

Prices & costs

Prices

The purchase price for each individual apartment is set out in the price list, available on request from the estate agency or at lillekomsa.no

Purchase costs

As part of the total consideration, in addition to the purchase price the buyer must pay the following costs:

NOK 545 Registration fee, deed

NOK 545 Registration fee, mortgage deed

NOK 260 Mortgage certificate

NOK 15,000 Housing cooperative start-up capital

The amounts are subject to change as a result of public decisions. Any increase is covered by the buyer.

Total price including purchase costs

Total price from NOK 3,000,570 to NOK 7,272,150

Common costs

The buyer is obliged to pay their share of the housing cooperative's common costs. Budgeted common costs amount to between NOK 8,336 and NOK 20,112 per month for the various homes.

Operating costs according to the budget/price list are expected to cover, among other things, municipal charges, operation and maintenance provisions for communal areas and buildings, property management, building insurance, ground rent to Fefo, heating with water-based underfloor heating and hot water, etc.

Please note that the above are estimated costs. The seller undertakes to pay the common costs and establishment costs as determined on an ongoing basis for unsold units.

The budget has been prepared by the property manager based on information provided by the seller and standard figures from similar owners' associations managed by the property manager. The budget is a proposed operating budget for normal operation of the housing cooperative for one year, based on estimated income and costs. Reservations are made for the stated areas, number of homes, organisation of communal areas and other matters concerning the project that may change the assumptions behind the budget proposal. Reservations are also made for the estimated income and costs, as the board may change the budget and enter into agreements that will bring other or greater costs to the association. The final budget and level of common costs will be determined by the association's board. Please also note that common costs may vary over time as a result of decisions made by the association's board and/or general meeting.

Public & municipal charges. Property tax

Municipal charges and property tax for the share are calculated and set by the municipality after completion. Municipal charges are included in the estimated common costs for the homes.

Fixed running costs

Fixed running costs for the homes are electricity, internet and contents insurance, in addition to the stated common costs. Electricity and contents insurance vary according to personal consumption and preferences.

Common debt

The common debt is serviced through the monthly common costs paid to the housing cooperative. It is currently estimated at an interest rate of 4.5% on the common debt with a 50-year term. Reservations are made for the interest rate, repayment holidays and term.

Before signing a binding purchase confirmation, prospective buyers are encouraged to consult the agent about any change in the estimated interest rate and the consequences this has for the monthly common costs.

IN scheme (individual repayment of share of common debt)

With Bonord as property manager, the housing cooperative is free to adopt individual repayment of common debt. In that case the buyer can decide the size of the share of common debt they wish to have, by making an additional payment of equity in addition to the deposit. These funds will be secured by a pari passu first-priority mortgage in the main lender's mortgage deed. This affects the monthly common costs, which are reduced because a lower share of common debt gives lower capital costs. For example, the monthly common costs will consist only of operating costs if you choose to pay the entire total price as deposit and equity, and thus have no share of common debt.

Repayment of a share of common debt can normally be made a set number of times a year with an agreed minimum amount per payment. The scheme is conditional on the common debt carrying a floating interest rate. Please note that a repaid share of common debt cannot be reversed. For this project, the IN scheme has not been taken into account in the design phase. This must, if relevant, be arranged by the buyers after completion. Contact Bonord for further information.

Wealth tax value

The wealth tax value is determined by the Norwegian Tax Administration after completion.

The stated wealth tax value is based on the most recent determined wealth tax value from the Norwegian Tax Administration. The year indicates the income year to which the value relates, and the final wealth tax value may differ. The wealth tax value depends, among other things, on whether the home is used as a primary or secondary home. A primary home is normally valued at a lower proportion of the calculated market value (about 25%). For a primary home, the valuation may vary depending on the home's value and the applicable rules. A secondary home is valued at a higher proportion (up to 100%). From income year 2026 a new calculation model for housing values has been introduced, and the final wealth tax value may therefore differ from the stated value.

Handover

Expected completion is Q4 2027; this date is provisional and not binding and does not trigger daily penalty payments.

Once the seller has lifted the conditions, the seller shall set a handover period of no more than three months. The seller shall notify the buyer in writing of when the handover period begins and ends. No later than ten weeks before completion of the home, the seller shall give the buyer written notice of the final handover date. The final date is binding and triggers daily penalty payments, and shall fall within the handover period.

The stated time is provisional, and is neither binding nor triggers daily penalty payments. However, the home shall be completed no later than 36 months after the conditions were lifted. If a delay arises that entitles the buyer to daily penalty payments, these shall be calculated from 36 months after the time the conditions were lifted.

The exact handover date shall be given with at least four weeks' written notice. The seller shall send a copy of the handover notice to the agent.

If the seller completes the property well before the above deadline, the seller may require handover up to four months before the agreed handover deadline. The seller shall give the buyer written notice of this at least two months before the new handover date.

Handover takes place as soon as the home is completed, and may take place considerably earlier than estimated above – and should take place after the completion certificate is available, although handover will take place on a temporary occupancy permit if the municipality issues such a permit.

The property shall be taken over at a handover inspection in which both parties take part. The buyer shall give notice of any matters claimed as defects in the property. Please note that this applies to all matters the buyer discovers, or reasonably ought to have discovered, during the walk-through. Any complaints and the seller's position on them shall be recorded, and the handover protocol shall be signed by both parties.

It is unlawful to take the home into use without a completion certificate/temporary occupancy permit. The buyer also has no obligation to take over or pay the settlement unless a completion certificate/temporary occupancy permit is available. If no temporary occupancy permit is available, the inspection itself is nevertheless held, but the handover date is postponed until either a temporary occupancy permit or a completion certificate is available.

The seller shall hand over the property in a cleaned condition, and communal areas in a tidy condition. The buyer accepts that all rectification work, handovers and one-year inspections are held within normal office hours.

The buyer may refuse handover if, at the time of handover, the property has faults and/or defects that give reasonable grounds for the refusal. The seller then undertakes to rectify, within a reasonable time, all faults and/or defects recorded during the inspection.

The risk for the property passes to the buyer when the buyer has taken over the property. If the property is not taken over at the agreed time, and the reason lies with the buyer, the buyer bears the risk from the time the property could have been taken over.

Once the risk for the property has passed to the buyer, the buyer's obligation to pay the purchase price does not lapse if the property is destroyed or damaged as a result of an event for which the seller is not responsible.

Please note that handover may take place even if any necessary formalities regarding sectioning or subdivision are not in place. The same applies if construction work remains on the property in connection with completion of the other homes/communal areas/technical installations.

Payment terms & financing

Payment up to handover:

The entire purchase price (deposit) together with purchase costs and any optional extras must be paid by handover, provided that the seller has provided the statutory guarantee under the Housing Construction Act (bustadoppføringslova) § 12. This also applies to the submission of mortgage documents for registration. The buyer is responsible for ensuring that payments and correctly completed mortgage documents reach the agent in good time. All amounts must be paid into the estate agency's client account. Payment may only be made by the buyer and/or the buyer's bank.

Where the buyer is able to choose optional extras, it will be the seller's responsibility to send the estate agency a confirmed list containing the extras and the agreed sum for them. Optional extras must be paid by handover. Please note that the seller, against security under bustadoppføringslova § 47, may require the buyer to pay in advance for optional extras. Alternatively, the seller may require the buyer to provide security for the seller's claim for additional consideration. Please also note that all payments must be made into the estate agency's client account, and not directly to the seller. If a change agreement is entered into directly with the seller's subcontractors, the estate agency recommends that payment for these changes takes place after handover. If the buyer chooses to pay for such a change order earlier, the estate agency points out that such payment may be unsecured in the event of bankruptcy.

The buyer understands that satisfactory proof of financing for the entire purchase price must be presented to the estate agency when the purchase agreement is entered into, cf. bustadoppføringslova § 46 second paragraph. Satisfactory proof of financing means the project's proof of financing, or proof of financing approved by the seller. The proof of financing must state that the reserved amount will not be paid out to anyone other than the seller, unless the consumer is entitled to compensation, a price reduction or cancellation. It may be a condition of the proof of financing that the financial institution must approve the payments, and that the seller's right under the proof of financing cannot be transferred to others without the financial institution's consent. The proof of financing must remain valid until handover.

The buyer accepts that this information may be passed on to the seller's construction-loan bank.

If the buyer's current home is to be used wholly or partly to finance the purchase, it can be used as the basis for proof of financing according to the agent's valuation.

The transaction is legally binding on both parties on acceptance. If the buyer does not fulfil their obligation to provide satisfactory proof of financing within the deadline, the buyer is nevertheless bound by the agreement, and the seller may invoke the agreement as materially breached and cancel it. The buyer consents to bearing the costs associated with cancellation and resale in that case.

All purchase confirmations must be in writing or confirmed in writing, and must be sent signed by email/delivered to the project seller/sent via electronic bidding. The form must be completed as accurately as possible with regard to financing, the financial institution's contact person and the share of equity. Normally, purchase confirmations with conditions will not be accepted by the seller until the condition has been resolved. The seller is free to reject or accept any purchase confirmation.

Those wishing to buy a home in this project must, before submitting a purchase confirmation, have been in contact with a financial institution that can confirm financing at the time of submission.
