Outdoor areas & common areas
Handover of common and outdoor areas is to be carried out by the seller and the condominium's board, and handover of the homes may take place independently of this.
Depending on the season, common areas may be completed after the homes. The seller may decide that handover is carried out in stages, for example by taking over interior common areas before the exterior ones. A protocol is kept from the handover inspections, and any defects to be remedied by the seller are recorded in the protocol.
If the outdoor areas/common areas are not completed at handover of the homes, the agency recommends that a proportionate amount be withheld in the agency's client account as security for completion of the outstanding items. Alternatively, the seller may provide a guarantee for completion, with an amount prepared by subcontractor(s) and/or a surveyor.
The above information on withholding applies correspondingly to the matters that remain outstanding in order to obtain the completion certificate (ferdigattest).
Storage rooms
One outdoor storage room is included per home. The storage room is located in the carport.
Location & area
Location
Komsalia offers a unique combination of peaceful, nature-close surroundings and a central location – with a short distance to everything Alta has to offer. In the town centre you will find a water park, cinema, library, gym and the Northern Lights Cathedral, as well as the shopping centres Parksenteret, Amfi Alta and Handelsparken with around 90 shops. Alta is called "the 15-minute city" – it is rarely more than a quarter of an hour to anything from alpine slopes, snowmobile trails and wonderful hiking areas to the airport, shopping or cultural experiences. Outdoor life, hunting and fishing are always within reach. The town has a rich sports and club life, and the community spirit (dugnad) is strong – whichever part of town you choose to call home.
Access
The property has access from a public road.
Parking
One parking space in the carport is included with each home. Provision is to be made for a private EV charging facility. Cabling and charger are installed by the owner themselves, typically through a joint agreement for the condominium/housing cooperative with, for example, Alut.
Building, area & standard
Area
Usable area (BRA-i): from approx. 64.6 m² to approx. 114.8 m².
For an overview of the areas of the various homes, see the attached floor plans and/or price list.
The areas are calculated according to the area standard NS 3940:2023, which has applied from 01.01.24. This is a change from the previous standard, and the new area terms are as follows:
BRA-i (internal usable area): the usable area of the home within enclosing walls.
BRA-e (external usable area): the usable area of all rooms located outside the home, which either belong to the home through subdivision into units or which the home has a right of use to under the articles of association, for example a storage room in the basement.
BRA-b (usable area of glazed balcony): the usable area of a glazed balcony connected to the home.
BRA (total usable area): the sum of BRA-i, BRA-e and BRA-b.
TBA (terrace and balcony area): the area of terraces and open balconies connected to the home.
The areas are calculated from construction drawings and are mathematically rounded, so minor deviations may occur.
The areas also include area for cavities such as shafts and the like. Please note that a building surveyor may at a later date not necessarily measure such concealed cavities, unless they have checked the areas against construction drawings or contract drawings. If drawings are not presented during such a physical measurement, the area measured may be somewhat smaller than the area stated on the basis of construction drawings.
The home's total BRA is always larger than the sum of the areas of the individual rooms, as the home's total BRA also includes areas for interior walls.
Plot
The project plot's land area is approx. 8395 m². The registered owner of the plot is Finnmarkseiendommen (the Finnmark Estate), and ground rent (feste) is paid through the monthly common costs.
Please note that the stated plot area is to be regarded as an approximate area, and that the plot may turn out both larger and smaller than stated/calculated. The parties therefore have no claim against each other should the plot in future prove smaller/larger than stated. The plot will be developed in accordance with the attached outdoor plan/site plan, with the requirements set out in the zoning regulations regarding the construction of any footpaths, playgrounds and green areas. The plot is at the disposal of the co-owners in accordance with the articles of association.
Please note that the outdoor plan in the sales particulars has not been fully detail-designed, and that changes may occur.

It is the seller's responsibility to obtain the statutory energy certificate for the property, with an energy classification on a scale from A to G.

Progress
The homes are expected to be ready for handover in Q4/2027, provided construction starts in Q4/2026. Exceeding the estimated handover date does not necessarily entitle the buyer to daily penalty payments.
Right to let
As a general rule, it is permitted to let one's own home or part of one's own home, provided the purpose of the letting is in accordance with the approved use of the relevant rental object and/or area. The homes will be approved by the municipality with one independent dwelling unit per home. This means there is no right to establish and let an additional independent dwelling unit without the municipality's approval. The freehold units may be freely let, cf. the draft articles of association for the condominium, but there are restrictions on short-term letting of freehold units, cf. section 24 of the Condominium Act (eierseksjonsloven).
Please note that it will not be possible to hold viewings/inspections for prospective tenants before handover.
Keeping of pets
The keeping of pets is regulated by the Condominium Act (eierseksjonsloven), and no restrictions on this are provided for in the draft articles of association for the condominium.
Prices & costs
Prices
The purchase price for each individual apartment is shown in the price list and on the website komsalia.no
Purchase costs
As part of the total consideration, the buyer must pay the following costs in addition to the purchase price:
Kr 545,- Registration fee, deed
Kr 545,- Registration fee, mortgage deed
Kr 260,- Mortgage certificate
Kr 12.000,- Start-up capital for the condominium
Changes to the cost amounts as a result of public decisions are reserved. Any increase is covered by the buyer.
Total price including purchase costs
Total price incl. purchase costs from kr. 4 898 000,- to kr. 7 998 000,-.
Common costs
Estimated common costs amount to between kr 1292,- and kr 2296,- per month for the various units. The condominium may resolve changes to the annual common costs budget, and the buyer accepts this.
The following costs are included in the common expenses for common areas:
- Accounting and auditing
- Other management services
- Board honorarium
- Shared water and electricity costs
- Building insurance
- Cleaning
- Ongoing maintenance and repairs
- Provision for future maintenance
- Lighting
- Snow clearing
- Gardening
The common costs are distributed according to the agreed allocation key.
The building insurance premium is included in the common expenses. Contents insurance is additional and is arranged by each individual unit owner.
Municipal charges (water, sewerage, property tax) and refuse collection are not included in the common costs and are invoiced to each individual unit owner by Alta municipality.
At handover, the buyer pays, in addition to the purchase price, kr 12.000,- which is set aside as a establishment fee/start-up capital for the condominium.
Payment of start-up capital and establishment costs for unsold homes takes place only when the homes have been sold and taken over – or when the homes are taken into use.
It is the condominium's responsibility to operate the common areas of the property. Such ongoing maintenance can, for example, be handled and taken care of by building maintenance contractors, or another equivalent solution.
Public & municipal charges. Property tax
Municipal charges and property tax for the freehold unit are calculated and determined by the municipality after completion. Municipal charges are not included in the estimated common costs for the homes, and are invoiced directly by Alta municipality. They are estimated at 15-20.000,- per year at current rates. Changes to municipal fees may occur.
Fixed running costs
Fixed running costs for the homes are electricity, municipal charges, TV and internet and contents insurance, in addition to the stated common expenses. Electricity and contents insurance vary according to personal consumption and preferences.
Wealth tax value
The wealth tax value (formuesverdi) is determined by the Norwegian Tax Administration (Skatteetaten) after completion.
The stated wealth tax value is based on the most recent determined wealth tax value from the Norwegian Tax Administration. The year indicates the assessment year to which the value relates, and the final wealth tax value may differ. The wealth tax value depends, among other things, on whether the home is used as a primary or secondary home. A primary home is normally valued at a lower share of the calculated market value (about 25%). For a primary home, the valuation may vary depending on the home's value and current regulations. A secondary home is valued at a higher share (up to 100%). Changes to the calculation model for wealth tax value have been adopted from the 2026 tax year, and the final wealth tax value may be higher than stated.
Handover
Expected completion is Q4/2027; this date is provisional and not binding and does not trigger daily penalty payments.
No later than eight weeks before completion of the home, the seller must give the buyer written notice of the final handover date. The final date is binding and triggers daily penalty payments, and must fall within the handover period.
If the seller completes the property well before the above-mentioned period, the seller may require handover up to four months before the agreed handover deadline. The seller must notify the buyer in writing of this at least two months before the new handover date.
Handover takes place as soon as the home is completed, and may take place significantly earlier than estimated above – and should take place after the completion certificate is available, although handover will take place on a temporary occupancy permit if the municipality issues such a permit.
The property is to be taken over at a handover inspection in which both parties participate. The buyer must give notice of any matters claimed as defects in the property. It is pointed out that this applies to all matters the buyer discovers or reasonably ought to have discovered during the inspection. Any complaints and the seller's position on these are to be recorded in the handover protocol, and the handover protocol is to be signed by both parties.
It is unlawful to take the home into use without a completion certificate/temporary occupancy permit. The buyer also has no obligation to take over or pay the settlement unless a completion certificate/temporary occupancy permit is available. If a temporary occupancy permit is not available, the inspection itself will still be held, but the handover date is postponed until either a temporary occupancy permit or a completion certificate is available.
The seller shall hand over the property in a cleaned condition, and the common areas in a tidy condition. The buyer accepts that all rectification work, handovers and one-year inspections are held within normal office hours.
The buyer may refuse handover if, at the time of handover, the property has faults and/or defects that give reasonable grounds for the refusal. The seller then undertakes to rectify, within a reasonable time, all faults and/or defects recorded during the inspection.
The risk for the property passes to the buyer when the buyer has taken over the property. If the property is not taken over at the agreed time, and the cause lies with the buyer, the buyer bears the risk from the time the property could have been taken over.
Once the risk for the property has passed to the buyer, the buyer's obligation to pay the purchase price does not lapse because the property is destroyed or damaged as a result of an event for which the seller is not responsible.
Please note that handover may take place even if any necessary formalities regarding division into units or subdivision are not in place. The same applies if construction work remains on the property in connection with completion of the other homes/common areas/technical installations.
Payment terms & financing
Payment by handover:
The entire purchase price (deposit) together with purchase costs and any options must be paid by handover, provided the seller has provided the statutory guarantee under section 12 of the Housing Construction Act (bustadoppføringslova). This also applies to the submission of mortgage documents for registration. The buyer is personally responsible for ensuring that payments and correctly completed mortgage documents reach the broker in good time. All amounts must be paid into the agency's client account. Payment may only be made from the buyer and/or the buyer's bank.
Where the buyer is able to make options, it will be the seller's responsibility to send the agency a confirmed list containing the options and the agreed sum for these. Options must be paid by handover. Please note that the seller may, against security under section 47 of the Housing Construction Act, require the buyer to pay an advance for options. Alternatively, the seller may require the buyer to provide security for the seller's claim for additional consideration. Furthermore, please note that all payments must be made to the agency's client account, and not directly to the seller. If a change agreement is entered into directly with the seller's subcontractors, the agency recommends that payment for these changes takes place after handover has taken place. If the buyer chooses to pay for such a change order earlier, the agency draws attention to the fact that such payment may be unsecured in the event of bankruptcy.
The buyer understands that satisfactory proof of financing for the entire purchase price must be presented to the agency when the purchase agreement is entered into, cf. section 46, second paragraph, of the Housing Construction Act. Satisfactory proof of financing means the project's proof of financing, or proof of financing approved by the seller. It must appear from the proof of financing that the reserved amount will not be paid out to anyone other than the seller, unless the consumer is entitled to compensation, a price reduction or cancellation. It may be made a condition in the proof of financing that the financial institution must approve the payments, and that the seller's right under the proof of financing cannot be transferred to others without the financial institution's consent. The validity of the proof of financing must last until handover.
The buyer accepts that this information may be passed on to the seller's construction-loan bank.
If the buyer's current home is to be used wholly or partly to finance the purchase, it may be used as the basis for proof of financing following a broker's valuation.
The transaction is legally binding on both parties upon acceptance. If the buyer does not meet their obligation to provide satisfactory proof of financing within the deadline, the buyer is nevertheless bound by the agreement, and the seller may invoke the agreement as materially breached and cancel it. The buyer consents to the costs associated with cancellation and resale being covered by the buyer in that case.
All purchase confirmations must be in writing or confirmed in writing, and must be submitted signed by email/delivered to the project seller/sent via electronic bidding. The form must be completed as accurately as possible with regard to financing, the financial institution's contact person and the share of equity. Normally, purchase confirmations with conditions will not be accepted by the seller until the condition has been resolved. The seller is free to reject or accept any purchase confirmation.
Those who wish to buy a home in this project must, before submitting a purchase confirmation, have been in contact with a financial institution that can confirm financing at the time of submission.
